The Assembly of Delegates consists of one delegate from each Organizational member of the Association and the general governing body of the Association. It has the powers necessary to carry out the purposes of the Association as set forth in the Bylaws.

Based on the IPHCA Bylaws, Article IV, Section 9, “All IPHCA Organizational members are encouraged to attend and participate in discussions at IPHCA Board meetings, except that only Directors of the Board may vote on Board motions.” Additionally, Article IV Section 10 of the IPHCA Bylaws states, “Notice of any meetings of the Board along with a link to the proposed agenda and any accompanying materials to the extent they are available, shall be transmitted to each IPHCA Organizational member prior to such meeting and posted electronically on the Association’s website.”
